Yes, the book explicitly clears up any notion that the inhabitants of Neo-Seoul naturally look like that. Also in the film I feel it serves to challenge the perception of normality- the only main characters in that segment who do not look weird and prosthetic-y are those deemed 'less than human' by society- the servers.
